重庆市南岸区茶园新城区简介
茶园新城区位于重庆市主城东部，隶属于重庆南岸区，规划面积120平方公里，可建设面积74平方公里，人口50万，是重庆市新世纪重点发展的城市副中心。新城区建设的总体构想是：按照“统一规划、统一管理”的原则，以“工业化带动城市化、城市化带动工业化”的理念，高起点规划、高标准建设、高质量招商、高素质服务，把新城区建设成为重庆市的现代化高新技术产业基地和最具活力的现代化生态城市。
茶园新城区处于重庆市的一环高速与二环高速之间，紧西临西南出海大通道——渝湛高速公路，由此通往云贵两广，高速公路全线通车后到达广东湛江海港仅11小时；北依长江黄金水道，万吨级船队可直抵重庆，是重庆通江达海的门户。
新城区通过已建和待建的真武山、南山、慈母山隧道与主城中心区相连，内部“三纵三横”的道路骨架通过重庆一环、二环高速公路与成渝、沪渝、兰渝、渝湛、渝遂（宁）、渝湘等多条高速公路干线联接，距重庆火车站12公里、朝天门码头13公里、集装箱码头15公里、江北国际机场32公里，其车程均在25分钟之内，通往市中心不需要通过任何收费桥梁、公路，区位优势非常显著。
茶园新城区重点发展新型工业，现代物流、国际会展、都市旅游四大产业，茶园新城区规划了茶园工业园、长江工业园、东港工业园等占地25个平方公里的三大工业园区，以引进投资规模大、技术水平高、经济效益好以及环保型的投资项目为主要目标，重点发展电子电器（IT）制造业、机械装备制造业，并大力扶持包装印刷业、生物医药业、纺织服装业。以TCL移动通信、广东美的集团、宁波雅戈尔集团、重庆机电控股集团、重庆长江电工厂、重庆市迪马实业股份有限公司和劲佳印务为龙头的企业集群正逐步形成。预计2010年聚集了百余家企业的工业园产值将超过400亿元，工业正成为城市发展的强劲引擎。
茶园新城区东靠明月山，西傍重庆市肺叶——南山，南倚樵坪山，北临长江，三面环山，一面临水，恰似一个天然的聚宝盆；新城区植被茂盛，周围有10万余亩的天然森林覆盖，内部拥有大、小7条河流及十余处湖泊和水库构成，生态环境优美。茶园新城区充分利用原生态的自然环境，并苦溪河生态修复、大型绿地建设、道路景观化建设等，将人为之美入天然，进行新城区生态景观化建设。而通过提高工业企业入驻门槛，加大环保审查力度，大力发展无污染的物流、会展、旅游等产业，鼓励循环经济发展，促进经济生态的建设；通过劳动就业培训，亲情小区建设，道德行为规范，营造新城区的社会文化，促进新城区社会生态建设。

BRIEF INTRODUCTION OF NEW CHAYUAN URBAN ZONE IN NAN’AN
DISTRICT, CHONGQING
Located to the east of the metropolitan area of Chongqing as part of Nan’an District, the New Chayuan Urban Zone is planned to cover a space of 120 square kilometers including 74 square kilometers for construction and accommodate a population of 500,000. It is planned as a subcentral urban area of Chongiqng to be given priority for development in the new century. The ultimate goal is to build a modern high-tech industrial base and the most vibrant ecological city of Chongqing by following the principle of “unified planning and management” and mode of “achieving urbanization by industrialization and vice versa” through high-level planning, high-standard construction high-quality business introduction and high-efficiency service.
The New Chayuan Urban Zone lies between the first and second around-the-city expressway routes of Chongiqng and is close to the Chongqing-Zhangjiang expressway, the southwest sea-going thoroughfare in the west which passes through Yunnan and Guidzhou. After the entire route is completed and open to traffic, a drive from the zone to the seaport of Zhangjiang in Guangdong Province will take only 11 hours. In the north, the zone is beside the busy golden waterway of the Yangtze River along which fleets of 10,000-ton ships can sail up to Chongqing. Thus, the zone actually serves a gateway for Chongiqng to go to the sea.
The New Zone is connected to the downtown area through the Zhenwushan, Nanshan and Cimushan tunnels, either completed or to be constructed. Inside the zone, the “three longitudinal and three lateral” roads are linked through the first and second around-the-city expressway routes of Chongiqng to several expressway routes such as the Chengdu-Chongqing, Shanghai-Chongqing, Lanzhou-Chongqing, Chongqing-Zhanjiang, Chongqing-Suining and Chongiqng-Huan routes. The zone is 12 kilometers from Chongqing railway station, 13 kilometers from Chaotianmen river port, 15 kilometers from the container terminal and 32 kilometers from Jiangbei international airport. All these destinations can be reached within 25 minutes drive and no toll is required to drive through bridges and roads to the downtown area. In one word, the zone enjoys superior locational advantages.
In the New Chayuan Urban Zone, priority is given to developing new industries, modern commodity distribution, international convention and exhibition services and metropolitan tourism. Here three major industrial parks are planned, namely, the Chayuan, Yangtze River and East Port industrial parks covering a total area of 25 square kilometers. These industrial parks are intended for attracting investment projects that are large in scale, highly technological, highly profitable and friendly to environment. Priority is given to developing the manufacturing of electronic equipment (IT-related) and machinery and foster printing and packaging, biological medicine, and textile and garments. So far corporate groups such as Guangdong’s TCL Mobile Phones and Media Group, Ningbo’s Yage’er Group, Chongiqng’s Mechanical and Electrical Equipment Holding Group, Changjiang Electric Equipment Co., and Dima Industrial Co., Ltd. and Jinjia Printing Service Co. have entered the zone. It is expected that by 2010 the more than 100 enterprises based in the industrial parks will generate a total turnover of RMB40 billion. Industry is becoming the powerful engine for urban development.
The New Chayuan Urban Zone borders Mount Mingyue in the east, Mount Nanshan, which is compared to the liver of Chongqing, in the west, Mount Jiaoping in the south and the Yangtze River in the north. Surrounded by three mountains and one river, Chayuan looks just like a natural “treasure basin”. The New Zone is heavily vegetated and covered with a natural forest measuring more than 100,000 mu. Within the zone, there are 7 rivers, big and small, and more than 10 lakes and reservoirs. These provide a beautiful ecological environment. By utilizing the intact natural environment, restpromg the ecology of the Jingkuxi River, constructing large stretches of green space and landscaping the roads, the man-made beauty is integrated into the natural beauty to give the new urban area a touch of natural ecological scenery. Yet the economic ecological beauty of the zone is achieved by tightening the control on the access of industrial enterprises, exerting strict censorship on environmental impact, developing pollution-free commodity distribution, conference and exhibition services, tourism and other businesses and encouraging the development of recycling economy, whereas the social ecological beauty is achieved by providing employment training, constructing caring communities, promoting moral disciplines and fostering social culture in the zone.
As the subcentral urban area recently designated by the government of Chongqing, the urbanization process is quickened by the powerful pull of industry. High-grade residences, schools, hospitals and parks are under busy construction. The relocation of the administrative center of Nan’an District is being initiated. Special attention has been given to the modern and local characteristics as well as the coordinate unification of natural, economic and social ecologies in order to build a socially harmonious modern ecological city among mountains and rivers.
With the launching of the west region development program, Chongqing is experiencing fast growth. The New Chayuan Urban Zone, as the most important strategic development zone of Chongqing municipality in the 21st century, has been attracted the attention of leaders at different levels and all insightful entrepreneurs. Several years of creative construction has laid an excellent foundation for the economic takeoff of the zone. The municipality of Chongiqng is young and so the New Chayuan Urban Zone.
